It probably means the USB is not bootable (or not the right kind of bootable). It is pretty random in my experience. I have one machine that does not allow boot from USB stick, and when I try with a bootable stick, it ignores it. But if I have a non-bootable stick inserted, and the BIOS setting is USB, then it hangs.
