Nice try, but that would be illegal. If you want to run
Windows applications for Windows 3.11, Windows 95 or any
other version of Windows, just install any Linux and use
Wine (both free, open source software) to run your app.

You can use the https://playonlinux.com/ software (also
free) to automatically install and configure common apps
for Windows, so you avoid the effort of having to tune
the Wine configuration manually or install dependencies.

For simple applications, you can also try to use the
HX RT DOS extender by Japheth: It provides a fraction
of the Windows interface directly inside DOS, such as
FreeDOS (also free and open source).
