You have a problem USB floppy drive or a problem Win10 installation, or both. I have a NEC USB 3.5" floppy drive that works just fine plugged into a USB hub on my HP Core i5 desktop running Win10 Pro. It worked on a previous Win10 Pro machine upgraded from Win7 Pro, and on Win7 Pro before that.
