Hard to say exactly what the issue is.
But, there are a couple things you can try.
Since you know it works, the easiest thing to do would be just to partition and
format the drive using an MS-DOS boot disk. Then attempt to install FreeDOS
again. If you still cannot install, then you may be able install manually.
