This appears to be an issue that began after the 1.2 release in VirtualBox.
Personal and user testing with VirtualBox showed it had issues with the
LegacyCD but not the NormalCD.

* Bootable Floppy + CD-ROM (or USB Stick).

* Nearly any computer with a CD-ROM.
* Separate Hard Disk
* Any computer or machine that supports [FreeDOS](http://freedos.org) and
meets the minimum requirements.
Prior to the 1.2 release, there was extensive testing in VirtualBox and VMware
on Mac OS X. After release, not so much.
If time permits, I’ll do another fresh 1.2 install in those VMs on macOS and
see what happens.
