Hi Mario,
I do not run freedos, but ms dos 7 ish. However, I did spend some time a while back working with this line, not specific model, of dell machines.
A few questions.
This bios update file is indeed specifically for dos?
meaning Dell specifically states on the download page where you found the file that it works in DOS, including the editions of DOS?

  I've created the FreeDOS usb stick, copy the bios update file to
it, can boot into it, return to DOS Prompt without installing, but

  What else should I do in order to run this executable?

if you have trouble running a DELL executable, you should ask DELL
support.
