Yes it is possible by various methods. Rufus is one. If perchance you have a linux installation then you can download the iso and copy it to a flash drive via the dd method. I have also used the following method: http://www.chtaube.eu/computers/freedos/bootable-usb/
You can download the iso and extract the BOOT.IMG file and copy that to a floppy, then image that to a usb.
