I am not sure what "wikopedia" is but this article on Wikipedia explains 
pretty good what a PE (as in "Portable Executable") file is.

In short, to answer some of your questions above, there is no file 
called "PE.EXE" at all and no, there is not a (corresponding) "PE file" 
for each DLL file.
