The only one that directly comes to mind is XPL0 dude's SEE, which (IIRC)
supports BMP, PCX, GIF, LBM.
There are probably others (FO, VGA Paint, 320x200-only JPEGVIEW), but they
are too limited in various ways. I don't even remember entirely as there
are way too many legacy ones (but most others are closed source, as you've
noticed).
EDIT: Actually, something using Allegro probably exists since it had good
support (back in the day). But the only example I can think of is Pace
Player, which is quite ancient. I don't think I ever recompiled it, but
it's definitely still on the .cc website (or such).
Honestly, part of the problem is so many (complicated) formats, but the
obvious workaround is to convert xyz (e.g. PNG or JPG) to a
better-supported popular format (e.g. BMP) with Image Magick or similar
tools.
Or, as you noticed, just use a similar program with image support (e.g.
graphical web browser).
