That's not a problem related to FDNPKG indeed. Watt32 requires an ethernet-level driver (that's what the "class" of the packet driver is all about), while your ODI shim seems to be registering itself as something else.
The problem is not necessarily due to your hardware, but rather to the ODI/IPX emulation thing you are trying to set up.
