You've done nice work, but I really don't want to ask for anything more than a few minutes of your time. cp853 is fine for me, and GNU iconv and Mined both support it. But some others don't officially support such translation mappings (e.g. GNU Emacs, Unicode). So the next best thing is Latin-3 (ISO 8859-3, aka ultra-rare cp913).
