Speaking generally:

Most of the programs that make up the "core" components of FreeDOS are
written in C, Assembly, or both. These are the kernel and utilities
that replicate MS-DOS behavior - also called the "Base".

The programs that make up the rest of FreeDOS are written in a variety
of programming languages. C and Assembly are popular, but you will
also find many programs written in C++ and Pascal. It depends on what
the programmer wanted to use.

If you want to write programs for FreeDOS, you can use whatever
programming language you like. We have a list of compilers, libraries,
and other development tools listed on our website. Feel free to use
any of them, or whatever DOS programming toolkit or compiler that you
prefer.
