It's not as bad because you can use the same FAT16 partition. So you really only have to change the boot sector, not much else. WINE has some support for Win 3.x software, believe it or not. It's not perfect, but it's better than nothing. (Oops, was almost going to say "Linux's WINE", but that's not correct.
