...to be sure that you won't work on a package that is already packaged. :)
The fdupdate repository is quite old, but still, it's newer than FreeDOS v1.0, 
so there are packages that are probably not outdated yet.

I am not aware of any FreeDOS "build system". In fact, the packaging task is 
quite easy (but takes a LOT of time to get done): it's all about putting files 
to right directories, making sure the *.lsm is okay (right syntax, right 
version, right informations), and zipping the whole thing into a single zip 
archive.
