Hey, you're right, Blair :-) In the doubt, I double-checked Watt32, and I found both htget.exe and htget.c in there! It's just that it is not present in the "source" package of Watt32, and is nnot listed on the apps list of the Watt32 website, but it is included indeed int he binary Watt32 package, along with the main source-file.
