Not public domain (that has a specific meaning) but more like free software, pretty open, not much said in the way of restrictions. I read the license to mean anyone can use the software (individuals, or companies) for any use, at no cost. The source code doesn't say what you can do with the code, so the safest thing IMO is not to re-use Jack's code in other projects.
