You're right, the Dillo developers do suggest they are moving away from GTK+ to FLTK <http://www.fltk.org/>. I don't know if FLTK will work on DOS - haven't looked at it. However, the Dillo project has been frozen since February this year, waiting on funds or sponsorship. So they haven't finished the port to FLTK yet, but it's mostly done for the "Highest" and "High" priority items, but unfinished for lower priority stuff.
