It works but it is only meant for managing installed
packages and packages on the cdrom.

No there should not. You get no real use from downloading
fdpm without also having the cdrom. If you want to install
a few packages without having the cdrom, it works well
enough to simply unzip the downloaded packages in your DOS
directory :-).
