That's a CompactFlash, not USB stick, so I think the HP tool won't
work (I've tried before).

The only way is a IDE to CF adaptor, directly plug into the IDE
channel, then the CompactFlash will become "Drive C:", FDISK and
FORMAT it with "/S".
