Utility, which makes buffer 124 bytes long "without resident" may do this only by reusing some unused space (like Inter-Application Communication Area at 0:4F0) or, for example, places buffer at top of conventional memory (right before video memory), but in this case it _is_ resident, even though resident is data only with no additional code.
