As far as I know, you could not write a generic AC97 driver, because AC97 only defines a standard for audio codecs to conform to -- it is not a codec itself. You would have to write a driver for each specific codec, which would not be generic. However, MPXPLAY already supports some common AC97 audio codecs such as VIA's VT8233, so you would at least not have to start from scratch. Linux and FreeBSD also have drivers for some common AC97 codecs.
