Maybe theres some kind of network problem to europe. irc.i7c.org is a
"round robin" entry in our dns wich would point u always to a diferent
server. so if one server would fail the next try to connect would most
probably connect u to a working one.
when did u tried ?
actually right now all servers under irc.i7c.org are up and have users.
(but there where some small outtages on one of the servers on the weekend).

if it still fails u can try

irc.i7c.org 6667
balamb.i7c.org 6667
galbadia.i7c.org 6667
irc2.i7c.org 5667
tokai.i7c.org 6667
viper.i7c.org 6667
boa.i7c.org 6667

Servername Portnumber (please note that irc2 has a not standart portnumber)

if u still fail to connect on all servers could u please send me a
traceroute from u to one of them to my email address of-list.

Theres are also webinterfaces to the network u can try

http://unreal.noxlux.de/cgi-bin/cgiirc/irc.cgi (a html only chat, doesnt
require no plugins, java or whatsoever)

Also have a look at our site (www.i7c.org) for updates
http://www.i7c.org/stats.php?action=server <- gives u an allmost
real-time (ok, only refreshed every 30 sec) list of the servers who are
online.
