     You _may_ run under XP _any_ DOS _program_ (including writing specially
for FreeDOS), you can't run under XP FreeDOS itself (also as any other OS:
DR-DOS, Linux, Mac OS, etc).


More specifically, you will need to run FreeDOS within Windows using a PC emulator, such as VirtualPC. Since Windows is itself an operating system, you can't run another OS "on top of" Windows unless it runs in a "virtual box" such as an emulator.
