Debian wants packages to consist of a pristine upstream tar
ball, together with the patches and debian package information
in the debian subdirectory in another tar file.

debian does not want to be responsible for every file in
a git repository only those files in a upstream "release".

And it wants a clear distinction between the files of the
release and the changes made by the packagers.

I find that the utility git-dpm works well for packagers handling
these issues.
