Is OSHW - Open Source HardWare - an acronym with a known definition (I
saw it when checking out https://www.olimex.com/Products/OLinuXino/)? Is
it a marketing sticker or does it imply there are no resale
restrictions, designs are available and modification is encouraged?

OSHW definition and principles, all CAD files and sources are public on
GitHub: https://github.com/OLIMEX/OLINUXINOThe Hardware sources are released
under Creative Commons Attribution-Share Alike 3.0The Software sources are
released under GPL.If still something is not clear I would be happy to
