Yes. Since the Pi needs proprietary firmware that could be concealing backdoors, or more likely just contain security vulnerabilities which aren't fixable. The advantage of the Pi is that it's cheap and relatively ubiquitous. Young people are probably far more likely to encounter or have access to a Pi rather than an A13.
