A late note: The motivation for the suppression was to keep the pre split UI
of tech theft and building sabotage. Having a separate button for the
untargeted actions (and removing the "At Spy's Discretion" option from the
target selection dialog) would result in simpler code. If it is a better UI
design too (something the confusion in this ticket may indicate) I have no
objection to changing it.
