Follow-up Comment #1:
It's about
1) Player having all the techs researched (researching future techs)
2) Getting free tech (like finishing Darwin)
3) Having free_tech_method "Cheapest" (as in civ2civ3 ruleset)
pick_cheapest_tech() gives A_NONE as the tech to gain when no real tech is
left.
S2_5 version of pick_chepest_tech() is different from later branches, and is
not affected.
