Details:
The plains tile at location 19,39 is not irrigable. It was previously
transformed from mountains to hills and finally to plains. I have tried
transforming native hill tiles (hills->plains) as well but with the same
outcome - resulting plains tiles are not irrigable. I'm using gtk3 client and
default ruleset.
