Fixed many valgrind leaks:
- deleted font in progress_bar
- help_dialog icons
- hud_message_box QFontMetrics
- pixmaps in hud_action
- action in gov_mapper
- tooltips in science report
- sidebar background
- fixed uninitiazlized variable in progressbar, and hud_message.
