Details:
Store last_updated information of plrtiles as turns. The old way of storing
them as years could cause trouble with calendar setups where turns do not
always increase turn to turn.
As we have no means to convert old years to turns, continuing old (savegame2.c
and legacysave.c) savegames keep using years to the end.
