If I remember correctly: The documentation in the bundled rulesets' flags
would create redundant help text. The supplied rulesets uses the help text
generated for the actions. The upgraded rulesets sets the action to quiet and
inserts the old flag help text in the flags on ruleset upgrade. The reason the
upgrade is done like this is to avoid potential issues ruleset defined
helptext.
