Follow-up Comment #1, bug #25128 (project freeciv):
This is intentional. You already have the Hoover Dam wonder (in Milavce). This
"Works as if you had a Hydro Plant in every city", so building any power plant
will have no benefit (although you're still allowed to, in case you expect to
lose the Hoover Dam soon).
