Follow-up Comment #1, patch #7731 (project freeciv):
I think the most consistent way is to go for a standard layer. In the end,
darkness_layer is a hack to allow for some customization of the drawing order.
layer_order is more flexible and scales better.
Is backwards compatibility needed/preferred ? Maybe with a deprecation
warning ?
