Follow-up Comment #4, bug #25024 (project freeciv):
I suspect some code assumes that scrollbar knob movement distance can be from
the beginning of the area to the end. In reality knob's own size reduces the
distance moved. Top of the knob moves from beginning to (end - height of
knob).
