I think this may indeed be true, but PNGs are editable in just any graphics
editor, and nobody can prove there is a layered file somewhere (while at least
the C code from file #28655 was clearly generated by rcc version 5.6.x).

Quoting Section 3 of the license:
> the source code distributed need not include anything that is normally
> distributed (in either source or binary form) with the major components
> (compiler, kernel, and so on) of the operating system on which the
executable
> runs, unless that component itself accompanies the executable
It's not clear whether Gimp or Krita are included, but I'd say they are as
"compilers" for their respective file formats.
