Details:
After researching the last tech, the tech target and goal are both unset and
the user can't do anything about that. This causes the research icon on the
new sidebar to blink constantly.
(The turn afterwards, the advisor will pick Future Tech. 1, but it's annoying
for that one turn.)
I haven't checked if S2_5 has a similar problem.
