Follow-up Comment #2, bug #24820 (project freeciv):

There's no regression in it, though it's constantly losing "Coast" units
running out-of-fuel. So net effect of the patch is that crash is avoided. I'm
about to commit current patch as a resolution to this ticket ("Crash when
ruleset defines fuel for units that get used with regular pathfinding map")

New ticket about AI problems should be created.
