Details:
This patch depends on patch #7484, patch #7485, patch #7486 and patch #7487.
This patch adds a button to pick a nation in the top-right corner of
PAGE_START. It displays the current nation and its shield, or "Random" if not
found. The icon "flush-random" will also be used if found (I don't include one
in the patch).
The layout is changed to match

more closely, but a lot of work remains.
The old button (at the bottom) isn't removed by this patch.
