Details:

I've noticed it for a while, but for concreteness, I've reproduced it on S2_5
r33207 freeciv-gtk2 with freesounds soundset, starting a single-player game,
letting the menu music fade out completely, and then quitting the client
(Ctrl-Q).

This is just an annoyance for me, but this forum post (dunnoob)

suggests it can cause real trouble:

tried to play the intro music,

Feels like how we do UI transitions needs a revamp to solve the class of
issues including this and bug #22752. (Maybe a 'freeze' concept would be a
quick-ish fix? Not looked at the code recently.)
