Details:
Tileset currently can't set different acitivity icon for terrain transforming
irrigate command and to irrigate command to build an irrigation extra when
supplied rulesets are in use. Both of them use same "unit.irrigate" tag. For
the former it's hardcoded, latter is in rulesets.
For S2_6 (this close to d3f) the solution should be just to make tags in
rulesets distinct from hardcoded value. Later we should consider namespaces of
the hardcoded values.
Same issue is most likely with "unit.mine".
