Details:
Unlike I thought while making patch #6429, gtk_dialog_get_action_area() has
been used outside citydlg too.
The remaining two uses are both of the form where two consecutive code lines
handle some dialog's content and then action area, i.e., all of the dialog.
That's easier to do with one line handling the entire dialog, and avoiding
poking the internals with gtk_dialog_get_action_area() in the process.
