Details:
civ2civ3 help for Caravans says:
"Caravans can only travel on roads, railways, rivers or ships, and are not
affected by movement modifiers."
Reading it back, I'm not sure what the second clause is intended to refer to.
I'm not aware of any special behaviour unique to Caravans here.
In practice terrain rarely affects Caravans because of their restriction to
roads/railways/rivers, but I think that's implicit in the behaviour of those
terrain elements and doesn't need restating.
On S2_5, terrain movement cost does sometimes matter, for instance when moving
from tile with only road to adjacent tile with only river. On later branches
such a move is impossible.
Text has been present since civ2civ3 ruleset was added in patch #3366; perhaps
it's a hangover from an old rule.
I plan to remove the text "and are not affected by movement modifiers".
