Good points. Thank you for the ideas.
I'm afraid I won't be able to work on freeciv for some time (due to some back
issues), but I'm liking the idea to introduce some of those changes to
civ2civ3 in the future.
I'm specially interested on points 1, 4, 5, 7, 9, 10.
