Follow-up Comment #1, patch #5671 (project freeciv):
Just to be sure I understand this patch correctly: The way to implement patch
#5604 on top of this is to:
1) increase the ruleset version number
2) add user flags and the proper action enabler in rscompat_postprocess() if
this is compatibility mode (not checked before rscompat_postprocess() is
called) and the given ruleset format cap is older than the addition
