These kind of things are made as action enablers now: patch #5606.
Your idea(s) sound interesting, but I would still want this patch to go in
with its current design. Are you against that?
I can't easily think of any other "scenario parameter tweak" as important as
this as this unlocks whole "scenario map with existing cities" category -> 1)
I'd want this to be in the 'core' of scenario format ([scenario] section of
the .sav) 2) It should be made available already and not wait some future
framework
