Details:
As well as the usual effects, the Apollo Program ends extra AI love for the
owners of the Eiffel Tower and UN, and ends cold war restraint (Has_Senate)
for nuclear-armed powers.
I assume these new effects are to enhance the cut-throat nature of the space
race. Should they survive the destruction of the Apollo Program, as the
ability to build spaceships does? Currently they don't, so if you destroy the
Apollo Program then the world is once again a friendlier place. That doesn't
seem right.
