Follow-up Comment #1:
This is also true for other enums sent as universals. The reason for this is
that I used Java Freeciv Protocol Implementation to generate the list of stuff
relevant for the network protocol in bug #19868. Java Freeciv Protocol
Implementation starts in packets.def and pulls in stuff referenced in it as
dependencies. It don't add the dependencies of universals_u.
