Details:
* In effect::get_effect_req_text(): give a chance for the plus-sign to be
modified by translation.
* Added effect::get_effect_list_req_text() for convenience.
* In helpdata::insert_allows(): do prettier and-list strings, using
astr_build_and_list();
* In "server/techtools.h", removed not internationalized ", " strings.
