In variant2 I've recently solved this (or actually a bit different problem I
see as the real problem) by giving Fighters defense combat bonus against other
Air Units. Thus they often have the highest defense value against attacking
Fighters/Bombers and get selected as the defender. I think the Fighters exist
in the rulesets mainly to provide defense against Bombers, so that combat
bonus was better solution than letting Fighters to sit in the air and Bombers
still to get round them.
